FBI Reprimands Agents for Consulting with CIA

Agent Rowley believes that the FBI paid little attention to the warnings being pieced together from around the country, including the letter from a Phoenix, Ariz., FBI agent warning of a disturbing pattern emerging at U.S. flight schools.

Minnesota agents felt the growing body of evidence should have been a warning sign that triggered a full investigation of Zacarias Moussaoui, but agents were told to back off.

Frustrated, they went to the CIA for help, but the FBI, instead of working together with other agencies to protect America and its citizens, chose to reprimand the agents for 'Going behind the backs of their superiors' which is a 'breach of bureau protocol' according to a New York Times report.
