Devil Is in the Dimples

Tuesday, 21 November 2000 12:00 AM

The so-called dimpled ballots, or indented ballots, are the real reason Florida Attorney General Bob Butterworth, Al Gore’s Florida campaign chairman, yesterday ordered the 67 counties to count military absentee ballots without postmarks. It was not magnanimity, it was plain vote counting that spurred the Gore forces to back down on the ugly exclusion of our solders’ votes.

You see, the Gore team has a "budget" of available – but yet-to-be counted – votes. These are the thousands of not-thoroughly-punched ballots – the ones with the small indents, or dimples, that have carefully been set aside by the counters until a few key decisions are made.

The Gore and Bush people are now approaching this crucial stage: The State Supreme Court was asked by the Gore lawyers for a "uniform set of standards" for counting these ballots. This means legal permission to count these dimpled/indented ballots.

Gore knows these votes will win it for him.

Bush knows these votes will lose it for him.

And the Gore people have carefully counted these set-aside stacks in Palm Beach, Broward and Dade and they know

The Gore team – before these controversial ballots are counted – wants every level of judicial review, because they know the GOP is going to go ballistic when suddenly Gore picks up about 1,500 votes and surges ahead of Bush. (This is why the Bush forces have begun to charge "fraud." They are setting the stage for appealing to the federal courts the inclusion of these dimpled ballots.)

But the Gore team will be able to hide behind the judges’ robes and say, "Don’t yell at us! These were legally cast votes – and they are legally counted votes."

Using the "intent of the voter" reasoning, the Supreme Court justices will either order a relaxed uniform standard for the dimpled ballots, or they will refer to the sovereignty of the local canvassing boards to decide. Two counties (Dade and Broward) have already secured local judges’ opinions that it is permissible to interpret the controversial ballots liberally.

Knowing that they are on the verge of securing total permission to count hundreds and hundreds of votes for Al Gore, the Gore forces must be confident enough in their final vote figure that they can afford to "give back" hundreds of military overseas votes for G.W. Bush.

The Gore team on the ground in Florida is a testament to the two

Within hours of the Florida problem appearing on election night, Gore dispatched his best field workers, led by Michael Whooley, and teams of troops supplied by Big Labor.

And to open holes for these workers, the other key element of the Democrats – crafty, clever lawyers – descended on the Florida judiciary.

Led by David Boies, these lawyers have clearly worked hand-in-hand with Whooley in paving the legal way toward their ultimate goal: to legally count these dimpled votes, which

All that remains for their goal to be achieved is the imminent ruling of the Florida Supreme Court.

But even before reaching this stage, we see the work of the Gore legal-labor team at work: Both Broward and Dade counties had voted

So pressure was somehow applied – perhaps by some Big Labor folks or party fund-raisers? – and … presto! The Broward and Dade canvassing boards had new public meetings and

Amazing!

Now the hand voting continues and the dimpled/indented ballots are set aside in neat piles or inside carefully marked envelopes.

It is those segregated – and still not formally counted – votes that will push Gore over the top.

That is what this whole fight is about.
