Conservatives Rebel Against Expansion of Medicare

CNN says that comes despite strong support for the proposal from President Bush.

The Senate version of the $400 billion, 10-year bill that emerged after negotiations did not include a key component that Bush and many Republicans have argued is critical: incentives for private plans to compete with the government to provide the drug benefit.

This proposal was put together mainly by Sen. Charles Grassley, R-Iowa, Sen. Max Baucus, D-Mont., with Sen. Ted Kennedy, D-Mass., playing a role in the negotiations. But some Senate Republicans are trying to put their mark on the bill before the final Senate vote.

Sen. Rick Santorum, R-Pa., chairman of the Senate GOP conference, said he didn't agree with the bill that came out of the Finance Committee. Even though the White House has endorsed the measure, Santorum is pushing an amendment to move the bill toward the president's original position.
