Tang, who commented on the situation while on an official visit to Ukraine, said the United States had "violated the sovereignty of the Republic of China and meddled in its internal affairs."

"I am convinced that ultimately, the Americans are going to suffer [for this]," he said.

The Bush administration, still reeling from the U.S. spy plane incident and the tense relationship with Beijing, has offered to sell Taiwan an arms package including Kidd-class destroyers, diesel submarines and a dozen P-3 submarine-hunting aircraft.

"The Chinese government is categorically against sales of U.S. arms to Taiwan," Tang said. "This is our unchanging, principled position."

China claims sovereignty over Taiwan, while President Bush has indicated that the United States has a duty to help Taiwan defend itself against possible attack from the mainland.
