Bush Signs $360 Billion Defense Bill

The total includes more than $17 billion that was added after the bill was largely finished to cover the costs of the terrorist attacks and the war. It also includes about $15 billion for the Energy Department's nuclear weapons programs.

Joined on stage by Defense Secretary Donald Rumsfeld, Chairman of the Joint Chiefs of Staff Gen. Richard Myers and a host of other military and congressional leaders, Bush exhorted the assembled military personnel to get the "evil doers."

"Since Sept. 11, the skill, the daring and the courage of our men and women in uniform is now clear to all. It's clear to your fellow Americans, and it's clear to those who try to hide in caves," Bush said. The law includes $8.2 billion earmarked for economic and physical recovery efforts in New York, Virginia, Maryland and the District of Columbia.

It also includes $7.8 billion for missile defenses, $500 million less than the Bush administration sought for one of its highest priorities but $2.5 billion more than last year.

The money in the bill represents almost a 14 percent increase in the Pentagon's budget between 2001, when the budget was approximately $298 billion, and 2002, when the Pentagon's basic budget request was $329 billion.

The Pentagon budget request for 2003, a document that was scheduled to be submitted to Congress in February, was likely to include a baseline request of $349 billion, Pentagon officials said.
