Bush to Nominate 11 for Judgeships

The initial round of nominees includes a number of prominent members of the conservative Federalist Society and former law clerks to the conservative members of the Supreme Court, The Washington Post reported.

Administration officials said the nominees include Jeffrey Sutton, a former law clerk to Justice Antonin Scalia who has argued court cases in defense of school vouchers, and Michael McConnell, a leading legal scholar who has argued for an expanded role for religion in American life.

The White House also sought to mollify Democrats by advancing the names of two sitting federal judges, both African American, who were first nominated by President Bill Clinton.

They are Roger Gregory, who became the first black judge on the 4th Circuit Court of Appeals when Clinton named him to a temporary appointment just weeks before leaving office, and Barrington Parker Jr., a federal judge in Manhattan, officials said.

The president selected candidates based on their "character, experience and intellect" along with their belief in "judicial restraint," a philosophy largely favored by the intellectual right that Bush emphasized during his presidential campaign, The Post said citing White House documents.

Of the 11 nominees, three are women, two are African American, and one is Latino.
