The projection gives Republican Bush 232 of the needed 270 votes, with Democrat Al Gore at 207 and 99 votes still up in the air.
Bush is considered safe in 26 states – including Gore's native Tennessee – mostly in the South, Great Plains and Rocky Mountains, plus Ohio, Indiana, Missouri and Alaska.
Gore is considered safe in the District of Columbia and 13 states, including California, Hawaii, Washington, Minnesota, Illinois, Michigan and eight Northeastern states.
Undecided states are Maine, New Hampshire, Pennsylvania, Delaware, Florida, Arkansas, Wisconsin, Iowa, New Mexico, Nevada and Oregon.
The projection is made by Voter.com political analysts Craig Smith and Randy Tate. It represents a projection of which candidate will capture the electoral votes from each state.
