The White House, angry with Jeffords for refusing to vote for the tax cut, "punished” Jeffords by not inviting him to a recent White House ceremony honoring a Vermont teacher as the "Teacher of the Year.” Senator Jeffords’ favorite issue is education.

The Bushes – both father and son – often play this game. They think it is the best way to keep recalcitrant lawmakers

Usually the lawmaker has little recourse. What can he do but get back in line?

But the unique 50-50 Senate split actually gives each Senator unprecedented leverage

By jumping ship, Jeffords will throw all of Washington into utter panic and confusion. The entire Bush program up on the Hill will be threatened. The White House knows this. And yet they continued to anger and insult Jeffords!

Yesterday Jeffords met with both Bush and Cheney separately. Neither meeting went well.

This is astounding!

How could a President of the United States not cajole, coddle, assuage, mollify or butter up a lifelong Republican? How hard could it be to keep this fellow in the party?

The answer is simple: Bush and Cheney played "tough” with Jeffords. (Meetings with Cheney are often referred to as "going to the torture chamber.”)

And, boy, did it backfire!

According to "insiders” the meeting with Bush "went badly.” This is because Bush has an arrogant, tough side when he gets his back up.

The Bushes play a clumsy form of Political Payback – and the irony now is that they are the victims of their own game.

If Jeffords switches, this will mark a change in the atmosphere in Washington – and in American politics.

The Bush Agenda will suddenly become more defensive and more combative.

G.W. Bush is now going to learn that Washington is not Austin.

And the liberal Democrats who dominate DC are virtually no relation to the very conservative Democrats in Austin.

Mark this day as the beginning of a new – tougher and more contentious – period in American politics.
