Rep. Hurd: Putin's Goal Is 'Re-establishment of the USSR'

Congressman Will Hurd says the Cold War should be our guide as to what Russian president Vladimir Putin's ultimate goal is when it comes to meddling in U.S. elections, the Republican said in a Q&A with The Cipher Brief.

Putin's ultimate "strategic vision," according to Hurd: "The re-establishment of the USSR, and Russia being a hegemon in that part of the world."

"Russia is our adversary, not our ally. Period. End of story. That is the first thing we have to know," Hurd, R-Texas, tells the Cipher Brief. 

"And the American people need to realize that Vladimir Putin does not operate like we do. He uses the press to mislead and manipulate information. Stuff that is coming from Russia should always be looked at with a very critical and suspicious eye," said Hurd, a member of the House Intelligence Committee.

Hurd says the biggest threat to Americans is Russia's pervasive attempts to "erode trust in our institutions."

Further, an even bigger problem is that so far, the U.S. does not know how to combat Russia's covert operations of disinformation.

"We are lacking as a government in a counter-covert influence strategy," Hurd told the Cipher Brief. "When it comes to countering disinformation here in the United States of America, that is something as a government I don't think we're organized and prepared to do. And it's something that can't be done just by the government alone."

Part of the problem, Hurd says, is purview. Disinformation is a type of covert activity, but the CIA handles covert operations for the U.S. but it's not allowed to wage them inside the U.S.

"So when you have disinformation campaigns being waged in English on airwaves in the United States, whose responsibility is it to counter it? That's a big question. I think it's important for the press to have a role. I think it's important for academia to have a role. I think it's important for the State Department to talk about, 'hey, this is not true,'" Hurd said.
