Gowdy Doubles Down: Special Counsel Needed in FBI, FISA Probe

House Oversight Committee Chairman Trey Gowdy Wednesday doubled down on a call for an independent special counsel to investigate methods used by the FBI when it got a Foreign Intelligence Surveillance Act warrant to spy on former Trump campaign manager Carter Page.

"The Department of Justice has a conflict so they shouldn't conduct this investigation," the South Carolina Republican told Fox News' "America's Newsroom."

He explained that inspector general Michael Horowitz has no access to people who are not employed by the Department of Justice, the FBI, so he can't conduct the investigation.

"It needs to be done by somebody your viewers have confidence in," said Gowdy. 'I've been reluctant in the past to call for special counsel but this is a unique fact pattern and I think a special counsel is the only entity that can do this effectively."

Meanwhile, Gowdy said he's worked with other FBI agents in the past, but none have "evidenced this kind of bias or animus toward even a bank robber much less a presidential candidate."

He added that he does not know what happened with FBI agent Peter Strzok or attorney Lisa Page, or why the FBI would have used a dossier compiled for opposition research would have been used as justification for an investigation.

"You can be a fan of the FBI and still be troubled by what they've done and want to understand better how and why it happened," he said.

Meanwhile, Gowdy said he's not interested in a special counsel to probe former Secretary of State Hillary Clinton's email scandal as there is "no prospect of winning that case" while former FBI Director James Comey would be the main defense in a court proceeding.

"I am disappointed they decided not to charge her before they interviewed her," said Gowdy.

"I'm disappointed in the way the investigation took place, but that ship has sailed and I don't think you can go back in this fact pattern after what Comey has said and have any chance of prevailing in a courtroom."
