The Tampa Bay Times has thrown its endorsement for president to former Florida Gov. Jeb Bush.

In its endorsement, the Times cited Bush's work during his two terms as governor from 1999 through 2007. It also said he has the best temperament of the most qualified candidates.

"It's time to stop treating the election of the next president of the United States like a game show without serious consequences," the Times wrote in an apparent swipe at front-runner Donald Trump.

And in reference to Trump calling Bush "low energy," the Times said Bush "is the most thoughtful, principled and energetic candidate in the Republican field."

The Times listed Bush's work as a "hands-on chief executive" who introduced standardized testing in public education, a school grading system and the nation's first statewide voucher system that uses business tax credits to pay tuition for low-income students.

Bush cut taxes by $19 billion, cut state jobs, and consolidated the governor's authority over higher education and the selection of judges, the Times wrote, and ended affirmative action in university admissions and state contracting, and began the transformation of the state's Medicaid program into a privately run managed care system.

"Bush can capably steer a large government bureaucracy, and he has proven his leadership skills in times of crisis," the Times said, noting he led the state through eight hurricanes.

Trump, the newspaper said, "has preyed upon Americans' fears about financial and personal security without offering plausible solutions."

Texas Sen. Ted Cruz is "a dangerous alternative with his willingness to 'carpet bomb' Islamic militants and recklessly endanger civilian lives," according to the editorial, while New Jersey Gov. Chris Christie has "diminished the presidency" by insulting President Barack Obama.

While Ohio Gov. John Kasich has experience and "sensible views," the Times said, he may not have the money or organization to get the nomination.

Florida's Sen. Marco Rubio of Florida is the best orator, the Times said, but his record doesn't indicate he has the experience to be president.

"This is a pivotal moment for the Republican Party, which has to broaden its message and its appeal to women and minorities to ensure its long-term future," The Times wrote, saying Bush is the best candidate to do that.
