Sessions: Why is Obama So Secretive on Trade Plan?

By    |   Saturday, 06 June 2015 03:24 PM

Sen. Jeff Sessions wants President Barack Obama to explain to him why his push for fast-track trade authority has been so secretive.

The Alabama Republican, who chairs the Senate Judiciary Committee's subcommitee on Immigration and the National Interest, sent a letter to Obama to remind him of another letter regarding his request for Congress to grant fast-track executive authority, reports Breitbart News, which was provided a copy of the second letter.

Under fast track, the concessions would include the power to write legislation, amend legislation, consider legislation on the floor and keep debate open until Senate cloture is invoked. The letter also reminded him of the constitutional requirement that treaties receive a two-thirds vote.

"The latter is especially important since, having been to the closed room to review the secret text of the Trans-Pacific Partnership, it is clear it more closely resembles a treaty than a trade deal," said Sessions. "In other words, through fast-track, Congress would be pre-clearing a political and economic union before a word of that arrangement has been made available to a single private citizen."

Sessions said a new global governance would be created by the Trans Pacific Partnership, which will likely be approved by Congress if the House of Representatives votes in favor of Trade Promotion Authority.

That issue passed the Senate in May, and Republicans are pushing the House to pass a similar measure. Collectively, TPP and TPA have become known by the nickname "Obamatrade," reports Breitbart.

Sessions said his first letter asked several questions, including that Obama "make public the section of the TPP that creates a new transnational governance structure known as the Trans-Pacific Partnership Commission."

The commission, said Sessions, has details that are "extremely broad and have the earmarks of a nascent European Union."

The text documents show that the new transnational commission "would have the authority to amend the agreement after its adoption, to add new members, and to issue regulations impacting labor, immigration, environmental, and commercial policy," said Sessions. "Under this new commission, the Sultan of Brunei would have an equal vote to that of the United States."

Obama has refused to release the TPP that TPA would fast-track, and only members of Congress and staffers with certain security clearances can read the text, and even then only in a secret room in the Capitol, says Breitbart.

But the implications should be discussed in full, said Sessions in his letter, before "Congress even contemplates fast-tracking its creation and pre-surrendering its power to apply the constitutional two-thirds treaty vote."

Meanwhile, Breitbart reports that there are some members of House Speaker John Boehner's team who have not read the TPP secret text, although they are pushing for the legislation.

However, some of the deal's loudest opponents, like Sen. Rand Paul, R-Kentucky, are pushing for Obama to make the deal text public.
