Justice Anthony Kennedy's announcement Wednesday afternoon that he will step down from the Supreme Court sets the stage for a historic, election-year struggle over his replacement. A judge in the mold of Trump's first appointment, Neil Gorsuch, could solidify a more conservative Court for a generation.
