President Donald Trump's proposed wall on the U.S.-Mexico border may not be entirely "physical," according to Secretary of the Interior Ryan Zinke.

"The border is complicated, as far as building a physical wall," he said at the Public Land Council's Legislative Conference, E&E News reports.

"The Rio Grande, what side of the river are you going to put the wall?" Zinke added. "We're not going to put it on our side and cede the river to Mexico. And we're probably not going to put it in the middle of the river."

He also said that electronic defenses could help prevent illegal crossings more than a physical wall, and that in some areas natural features may render additional construction unnecessary.

Even if the wall isn't entirely physical, it may be difficult for Trump to get the necessary funds allocated any time soon. Reuters reports that Republicans are not including funding for the wall in the spending bill that must be passed by April 28 to avoid a shutdown of several federal agencies.

Sen. Claire McCaskill, D-Mo., wrote to the head of U.S. Customs and Border Protection that the proposed wall could cost almost $67 billion, "that amounts to over $200 for every American."

McCaskill, the ranking Democrat on the Senate Homeland Security Committee, met with border officials who claimed the Trump administration will request $2.6 billion for "fewer than 75 miles of new border wall," at a cost of $36.6 million a mile.

"It is concerning that the cost of construction could also be significantly higher, as the cost of acquiring land currently owned by private individuals was not included in the estimate," she wrote, according to The Hill.

"Regardless, the $36.6 million per mile figure is the only information, and the closest to a cost estimate that the committee has obtained from [the Department of Homeland Security]."
