Former Sen. Rick Santorum said Thursday there have been governors who have been good presidents, but that hasn't always been the case, and leadership is what really matters.

"Let's go back to Jimmy Carter," the Pennsylvania Republican, who officially entered the growing race for the 2016 GOP nomination Wednesday, told Fox News Thursday morning.

"I don't think it's whether you're a governor or a senator," he said. "It's whether you're a leader and whether you're somebody who can be decisive and provide that clear vision for the country and lead accordingly."

His comments were in response to those of New Jersey Gov. Chris Christie, who told the same show on Wednesday that he believes governors, rather than senators, have the executive experience needed to be president.

Santorum told the show that he gained valuable national security and foreign policy experience during his 12 years in the Senate, which he believes is an important qualification for a president.

"That's going to be the No. 1 issue the next president is going to have to deal with, after the mess that Barack Obama has created," said Santorum.

He also disagreed with another challenger, Kentucky Sen. Rand Paul, who on Wednesday blamed "hawks in our party" for leading to the growth of the Islamic State (ISIS).

"It sounds like (Vermont independent Sen.) Bernie Sanders, not like some Republican running for president," said Santorum. "This idea that, you know, we created ISIS. I mean ISIS was created because of President [Barack] Obama and his failure to maintain a presence in Iraq. I think that the record is pretty clear about that."

Further, said Santorum, "ISIS exists and feeds off the fact that they hate everything we are. It's not because of what we do, it's because of who we are that they have been created. And they are waging jihad. And so I think it just shows a fundamental misunderstanding of the nature of the enemy that we face."

Also on Thursday's show, Santorum discussed his campaign to return the GOP to its blue-collar conservative base, and pointed out he made his campaign announcement on Wednesday at a factory in his hometown of Butler, Pennsylvania.

"Wages have flatlined," said Santorum. "Income has gone down ... 74 percent of Americans don't have a college degree and neither political party has a message to them as to how we're going to create the ladder of success for them to climb. That is what our campaign is about."
