The campaign of former Texas Gov. Ricky Perry has hired one of the nation's top conservative healthcare policy advisers, The Hill reports.

Avik Roy of the Manhattan Institute, an outspoken Obamacare critic who had worked previously for the Mitt Romney campaign, is joining RickPAC, the presidential advisory committee formed in advance of what appears to be Perry's second White House bid.

Although Perry has yet to formally announce that he is running, he has been out in key early voting states like Iowa and New Hampshire and continues to talk like a White House race is in his future.

"I can't wait to come home to Texas and work with RickPAC because I'm convinced that the creative, conservative reforms he implemented as governor can make life better for every American," Roy said in a statement, according to The Hill.

The conservative Roy serves as opinion editor at Forbes, where he was tapped to lead the section in December 2013, Politico reported. He previously helmed the magazine's "The Apothecary" column, which looks at healthcare and entitlement reform.

A native of Detroit, Roy is a graduate of Massachusetts Institute of Technology and the Yale University School of Medicine, and, according to Politico, ran his own healthcare research firm after serving in other posts at Bain Capital and JP Morgan.

His research areas, according to the Manhattan Institute, are the Affordable Care Act, universal coverage, entitlement reform, international health systems, veterans' healthcare, and FDA policy.

Also joining the Perry team is Abby McCloskey of the American Enterprise Institute, who will serve as a senior economic adviser.
