Discussions over ending the government shutdown with a spending bill have been "literally nonstop" all weekend, Sen. Richard Blumenthal said Monday. 

"We are seeking to compromise and end this shutdown," the Connecticut Democrat told MSNBC's "Morning Joe" program. "There is no such thing as a good shutdown." 

Blumenthal, a member of the Armed Services and Judiciary committees, said a proposal by Senate Majority Leader Mitch McConnell Sunday night "seems clearly inadequate, an empty promise and a transparent ploy" that would not be brought to a vote in the House.

President Donald Trump has not exhibited leadership on the issue, Blumenthal continued, and McConnell has said "he can't really take a position until he knows what the president's position is, which has been a changing mirage."

"The president is AWOL. He has to lead or get out of the way. That absence of leadership is really one of the key barriers we have to compromise, which we're all seeking because there is bipartisan consensus behind many of the elements of this deal," he said.

The senator noted that support for defense, the Child Health Insurance Program (CHIP), funding for veterans and for disaster relief have bipartisan agreement.

"This kicking the can down the road in three-or four-week continuing resolutions is profoundly destructive to our national defense," Blumenthal added.

He also said that adding protection for those in the Deferred Action for Childhood Arrivals (DACA) program is vital ahead of the March 5 deadline for the program to end. He said that it must be part of the negotiations because he had "zero confidence" that House Speaker Paul Ryan, R-Wis., would bring it to a vote otherwise.

The Senate is set to vote at noon Monday to end debate on a stopgap spending bill, but Minority Leader Chuck Schumer said both parties have not reached an agreement.
