Sen. Rand Paul, R-Ky., defended his support of President Donald Trump's executive order on healthcare, saying it will not cost the government any money and it will potentially benefit millions of Americans.

Paul stood next to Trump when he signed an order Thursday morning that would make it easier for people to purchase low-cost health insurance plans. Paul, who was one of a handful of Republicans who opposed the GOP's recent attempts to repeal and replace Obamacare, appeared on cable news networks to discuss Trump's order.

"We're creating something that is freedom. He's not creating a new government program," Paul said during an appearance on CNN.

"There's no government expense to this, and under the First Amendment there is a clause that says we have the right to peaceably assemble. That has been taken over time to be the right of free association, and it's also been said by the Supreme Court to actually say that we can join together for economic purposes. So all we're doing [Thursday] is legalizing the ability for individuals to join a group to try get better purchasing power. I think it's sort of a fundamentally American what we're advocating."

Paul went on Fox News as well and had this to say about the order, which will not become official for several months as it clears governmental hurdles:

"I've always felt like replacement was legalizing stuff, letting the free market work, letting people join together as consumers to have better purchasing power in a buying group across state lines," Paul said. "What I think happens with this is millions of people, we think as many as 50 million people, could be eligible to get their insurance across state lines through health associations.

"If that happens it will completely transform the marketplace."

Trump handed Paul the pen with which he signed the order during the White House ceremony.
