A leading Democratic congressman said Monday the House must act to reauthorize the Children's Health Insurance Program.

Rep. Frank Pallone, D-N.J., the ranking member of the House Energy and Commerce Committee that passed the bill earlier in October, said Republicans are pushing to save money by cutting health programs, delaying a vote on the bill.

"If it passes the House this week and the Senate hasn't acted and we have to go to conference, we are just gonna delay this thing for months and the end result could be we don't deal with this until the end of the year," he said at the Jewish Renaissance Medical Center in Newark, according to the Washington Examiner.

House Democrats objected to how the bill would fund the program by taking money from unrelated Obamacare programs and raising premiums for seniors on Medicare who earn more than a certain amount. According to Pallone, Democrats have made counteroffers and proposals, but Republican committee chairman Rep. Greg Walden of Oregon said last week the GOP has not received any offers from across the aisle.

"There's no reason for this bill to move forward," Pallone said. "It's just like a messaging exercise."

He added, "if we go to conference we're just going to delay this thing for months."
