The Trump administration will reportedly lower the number of refugees admitted to the United States over the next fiscal year from 50,000 to somewhere in the 40,000 range.

Axios reported Monday that officials will notify Congress this week of the reduction.

President Donald Trump has to make a final decision on the intake before an Oct. 1 deadline set by the Refugee Act of 1980, and Secretary of State Rex Tillerson and Acting Homeland Security Secretary Elaine Duke will head to Capitol Hill on Wednesday to speak with Congress before a final decision is made, Axios reported.

"The president's strategy on refugees is guided first and foremost by the safety and security of the American people," a White House official told Axios. "The United States can also help a larger number of refugees by resettling them in their home region and enabling their eventual safe return home."

According to Axios, Tillerson signed off on a memo recommending Trump accept 45,000 refugees in the next fiscal year; Homeland Security recommended an number slightly lower.

Trump's top policy adviser Stephen Miller has advocated for an intake of 20,000 refugees, sources told Axios.

Former President Barack Obama had said he wanted to accept 110,000 refugees in fiscal year 2017.

"It isn't about making America the permanent destination; it's about helping to stabilize these places on the ground," one unnamed source said, Axios reported. "You can't stabilize a community by moving to Albany."

It "sounds lovely" to accept several thousand more refugees, but that does not begin to solve the larger problem, another source told Axios.
