Rand Paul, Mike Lee Threaten to Oppose Spending Bill Over FISA

Two Republican senators on Tuesday vowed to vote against any spending bill that permanently reauthorizes the Foreign Intelligence Surveillance Act.

“I would vote against any spending bill that has permanent reauthorization,” Sen. Rand Paul of Kentucky said, adding that the U.S. intelligence community “needs more oversight, not less,” according to The Washington Examiner.

“A permanent reauthorization of Section 702 would be completely unacceptable,” Sen. Mike Lee of Utah told the Examiner. He also said that although the short-term spending bill Congress hopes to pass this week will most likely not include a provision for Section 702, it could be included in a full-year spending bill that Congress hopes to hammer out in January.

“Although any existing order will continue in effect for a short time even if Congress doesn’t act to reauthorize the law in a timely fashion, a gap in the statutory authority will generate significant uncertainty regarding the future of the program,” said Office of the Director of National Intelligence spokesman Brian Hale.

“So while the orders would be in effect for a short time after the end of the year, the fact is that we would need to be planning for the end of the program, and that cannot be done in a matter of days – to effect that takes some time, and is not like turning on or off a light-switch.”

Democratic Sen. Patrick Leahy of Vermont agreed with Paul and Lee, saying that “we need serious, meaningful reforms to Section 702 to protect our privacy,” and that there is a “bipartisan reauthorization” against permanent reauthorization.
