CBS/YouGov Poll: House Control a 'Toss Up' in '18 Midterms

With control of Congress at stake in the midterm elections, the first CBS News/YouGov Battleground Tracker has the race for 218 seats in the House as "toss up," according CBS News director or elections and surveys Anthony Salvanto.

"It is not that clear cut," Salvanto told CBS's "Face the Nation" on Sunday. "We think today, if the election were held, House control would be a toss up.

"Democrats are poised to gain seats, you're right about that. They are the out-party. Typically the out-party does get some seats. We think they would get enough to just barely take the majority."

Democrats would take 219 seats and leave the Republicans with 216, according to the poll's initial 2018 midterm figures. The poll has a margin of error of nine seats, though.

"We do think, as we go along, we are going to see this go back and forth, that the House could come down to just a handful of districts, and that's going to be really exciting to watch," Salvanto told host Margaret Brennan.

There are about 50-60 swing districts that are going to determine control, according to Salvanto's analysis.

Other findings of the first Battleground Tracker:

  • 51 percent are casting ballots for Democrats "mostly" because of the party's policies.
  • 49 percent said they are backing a Democrat as a rejection of President Trump and the GOP.
  • 73 percent are casting ballots for Republicans “mostly" because of the party's policies.
  • 27 percent said back a GOP candidate "mostly" to reject Democrats.
