Ryan: Obama Must Sway Lots of Democrats on Trade Measure

A leading House supporter of trade legislation that Democrats drove to defeat says President Barack Obama must sway his own party to save the measure.

Rep. Paul Ryan — the House Ways and Means Committee chairman — says Democrats are making Obama "a very lame-duck president." Ryan tells "Fox News Sunday" the legislation can be salvaged, but Obama "has work to do with his party."

At issue is a worker assistance program — part of a package that includes special trade negotiating power for the president.

Another vote could come this week, but it would take a major shift among Democrats after Friday's defeat.

Labor Secretary Thomas Perez tells ABC's "This Week" that the U.S. must set the rules for global trade and "the world is watching us now."
