Funding for the popular Children's Health Insurance Program (CHIP) could be included in the short-term stopgap spending bill in order to draw Democratic votes and avoid a government shutdown, The Hill reports.

Republican House leaders floated the idea Tuesday night, along with two-year delays for the Affordable Care Act's taxes on medical devices and health insurers, as well as the "Cadillac tax" on generous health plans.

Democrats have been pushing for the stopgap bill to be tied to protection for Dreamers, but Republicans have not budged on that front.

The Deferred Action for Childhood Arrivals (DACA) allowed people who illegally came to the United States as children with their parents to stay if they met certain criteria. Trump ended DACA in September with a six-month delay and said Congress needed to come up with a solution for the affected Dreamers.

"With no imminent deadline on immigration and with bipartisan talks well underway, there's no reason why Congress should hold government funding hostage over the issue of illegal immigration," Senate Majority Leader Mitch McConnell, R-Ky., said during floor remarks Tuesday.

The House could vote as early as Thursday on the stopgap measure, but would need to rely on GOP votes to pass it. Including the Obamacare tax delays could reel in reluctant Republicans, according to Politico.

In the Senate, all Republicans and at least nine Democrats will need to vote yes for any spending measure to overcome a potential filibuster.
