Sen. Marco Rubio, R-Fla., called out the Trump administration Tuesday for providing protections for Obamacare in its recent budget proposal while cutting several programs in the Sunshine State.

Rubio made his point in a series of tweets that were critical of President Donald Trump's fiscal year 2019 budget that was released Monday.

The $4 trillion budget was unveiled this week, but it is not entirely clear how much — if any of it — will be approved by Congress. Michael Reagan told Newsmax TV on Monday night he believes the budget is "dead on arrival," noting it is "merely a blueprint of what the president would like to see happen."

Rubio has long been a critic of the Affordable Care Act, which former President Barack Obama signed into law in 2010. He told Newsmax TV in 2013 the individual mandate portion of the law was unconstitutional. Trump repealed that provision last year via the tax reform bill.

Obamacare's risk corridor program encourages insurance companies to sell plans on the federal exchanges, particularly those in areas that have higher healthcare costs. Companies participating in the program that have lower costs contribute money to a fund that can be used to help companies with higher costs make their payments.

The program has had difficulty staying afloat, however, because companies are hesitant to join it.
