GOP Moderates Aim to Force DACA Vote in House

Moderate Republicans in the House of Representatives are aiming to force a vote on the topic of immigration, against the wishes of GOP leadership, CNN reported.

The final signatures are expected in the next 36 hours for a proposal that would bypass House Speaker Paul Ryan, R-Wis., and his deputies to ensure a vote on immigration later in June, the report said.

Divisive immigration issues include whether to support a path to citizenship for some undocumented immigrants, as well as pairing it with changes to the legal immigration system — moderates want a clear path to citizenship for people in the Deferred Action for Childhood Arrivals (DACA) program.

A discharge petition, a rarely used and rarely successful House procedure, forces a vote on a bill if half of House members sign up. Tuesday will be the day House members return to Washington and can physically sign the petition; it’s also the last day the petition’s organizers believe they have to get the necessary signatures if they want a vote before the end of June, CNN reported.

The petition is three members away from success, with all but one Democrat signing on, which means that two of those signatures must be from Republicans. The petition would ensure votes on four bills addressing people in DACA, who were brought to the U.S. as children by undocumented immigrants, the report said.

Conservatives believe that, if it succeeds, the vote will put a countdown on their efforts to set up a deal between conservatives and moderates.. “Whether they can get 218 on Tuesday — I fully anticipate that they will—but that doesn’t mean that we can’t get a different deal and put it on the floor before June 25," said Rep. Mark Meadows, R-N.C., the House Freedom Caucus chairman, CNN reported.

While there is growing consensus on working out the citizenship question, the issue of border security remains unsettled. “We still have to deal with a lot of big, controversial issues,” said Rep. Mario Diaz-Balart, R-Fla., on Friday.

Vulnerable Republicans in the House are looking at backing protection for DACA recipients as a boost for their election prospects, The Hill reported in May. "There’s an intensity in the districts to get things done, and you are supporting a leadership that doesn’t want to move. You’re going to stand on your head and do whatever it takes to make sure that the people don’t hold this against you,” said Tom Davis, a former Virginia congressman, in The Hill’s report.
