The White House and Senate Republicans employed a containment strategy for President Donald Trump during the shutdown, getting him to sit tight and let Democrats squirm, The Washington Post reported.

A cadre of White House aides and Senate Majority Leader Mitch McConnell framed the shutdown as a communications effort, not a legislative one. Trump bought in and remained on the sidelines, the Post reports.

"One of the things that helped us over the last three days was being as coordinated as we were on our messaging from the White House, the House and the Senate," White House director of legislative affairs Marc Short said Monday.

"Look at the messaging the president did with his tweets — they were very consistent with the Republican Senate messaging, too. The Democrats had locked themselves into a corner without a way out, and as long as we were united in that message, we were going to be fine," Short said, the Post reported.

McConnell called the president often once the Democrats shut down the government, reassuring Trump to resist his instincts to negotiate with Dems, waiting instead to make Democrats come to them, the Post reported.

Senate Minority Leader Chuck Schumer more than once referenced that he hadn't heard from the president once the shutdown began, an intentional effort to funnel the Democrat to McConnell and Republican leadership.
