House Minority Leader Kevin McCarthy plans to set forth an agenda on Tuesday that would lay out Republican plans should the party take over the House November's elections, Politico reports.

The odds of a GOP takeover are a longshot, but McCarthy's agenda aims to increase those chances with plans to defeat the coronavirus, back law enforcement and bulk up the economy, according to the report.

The plan, called "Commitment to America," appears to be an admission that simply opposing the Democrats' plans on the COVID-19 response is not enough.

"House Republicans have to have a plan. How can we work to help this country move forward?" McCarthy told Politico. "The fundamental thing you have to do is, how do you defeat this virus and make America healthy? So we lay out a plan within there. At the very start, we tackle COVID."

The main themes of the agenda are:"Restore Our Way of Life," "Rebuild the Greatest Economy in History," and "Renew the American Dream."

The plan aims to unify the party without alienating President Donald Trump, even though part of the plan is at odds with Trump's own words and actions, Politico notes.

"The one-page memo, for example, calls for finding bipartisan solutions to tackle the nation's debt and protect Social Security and Medicare," Politico says, "But the federal debt has soared by trillions of dollars under Trump, while the president's executive action on the payroll tax deferral threatens the funding mechanism for both programs."

Otherwise, the plan shares many themes Trump touted at the Republican National Convention last month, including school choice, opposing defund the police efforts and aiding small businesses through the Paycheck Protection Program.

Republicans would needs to pick up 17 seats to regain the majority in the House.
