University of California, Berkeley law professor John Yoo met with President Donald Trump at the White House for about an hour in their first face-to-face meeting, the Las Vegas Review-Journal reported over the weekend.

"He was upbeat and energetic," Yoo told the Review-Journal without detailing what they discussed during the Thursday meeting. Yoo added that White House counsel Pat Cipollone was also present.

Yoo, who wrote the Bush administration's justification for waterboarding after 9/11, wrote a recent National Review article arguing that the Supreme Court's 5-4 DACA ruling in June paves the way for Trump to be able to implement policies without congressional approval.

Axios reported last month that Trump's consideration of a controversial strategy to enact wide-ranging changes to U.S. immigration policy through an executive order that might lack legal authority is influenced by Yoo's article.

Yoo told the Review-Journal that he had earlier spoken to Trump on the phone about his article, noting that the president "was really on top of things."

In Yoo's new book, "Defender in Chief: Donald Trump's Fight for Presidential Power," he wrote that he did not vote for Trump in either the 2016 Republican primary or the general election, saying he was concerned that he "would test, evade or even violate the Constitution," according to the Review-Journal.

"Boy, was I wrong," Yoo wrote. "Trump campaigns like a populist but governs like a constitutional conservative."
