Sen. John Hoeven, R-N.D., blasted Environmental Protection Agency Administrator Scott Pruitt on Friday for meeting with state officials behind closed doors while in North Dakota last week.

"I think [meetings] should be open," Hoeven said to The Bismarck Tribune. "And when my office organizes them, that's how we do it."

Last Wednesday, during a tour of Fargo and the Grand Forks region, Pruitt met with Gov. Doug Burgum and Rep. Kevin Cramer, R-N.D., along with members of the agriculture and energy industries. The meetings were closed to the media and to the public despite a call from Pruitt's office "[urging] them to open the whole meeting."

Hoeven told the Tribune, "I guess I saw no reason not to have it open."

Although Pruitt did speak to a few media outlets, his department rescinded an offer to the media for access to the final 15 minutes of these private meetings.

"When I saw that, I said 'You'd better check to make sure these are open press, because to me (the closed session) seems unlikely," Cramer told the Tribune.

"There certainly would have been no reason to feel threatened by North Dakotans, though I don't know if that was the issue," he added. "And certainly North Dakotans (in the meetings) wouldn't feel threatened by more people around because these are all positions that every farm group has taken publicly already."

A spokesperson for Burgum told the Tribune that there had been a "misunderstanding" between his office and Pruitt's about the change.
