Without coming out and saying Oprah Winfrey would make a terrible president, Joe Scarborough on Tuesday framed the conversation that implied Oprah would be a terrible president.

During a segment on his MSNBC's "Morning Joe" show, Scarborough made the distinction between great candidates and great governors and said Americans need to stop electing candidates based on checking boxes.

To make his point, Scarborough said two-term president Barack Obama wasn't ready to be president, and that the two best Democratic candidates in 2008 were not named Obama or Hillary Clinton.

"The two best people on the debate stage weren't Hillary and Barack Obama, but that's all anybody was talking about. It was Chris Dodd and Joe Biden," Scarborough said.

"But those guys were at 1-2-3 percent because nobody wanted to pay attention to them because they were boring, they were creatures of Washington, and they both would have been pretty damn good presidents," Scarborough said.

"Barack Obama wasn't ready, in my opinion, to be president. He was, as I said, a glorified state senator," Scarborough said. "If Barack Obama had stayed in the Senate for a term, and actually learned the frustrations of Washington, he would have been a much better president."

Scarborough scolded Americans for voting for people they like over electing people who can do the best job governing.

"It's pretty damn hard to run the most consequential, frustrating government on the face of the earth," Scarborough said. "I wanna know when Americans are gonna grow up and understand that they need to elect people who actually know how Washington works and know how to make their lives better.

"I'm sick and tired of this, 'We're gonna get outsiders who hate Washington.' Look where it's led us over the past 17 years. Look where we are with Donald Trump," Scarborough said.

The best person at governing that Scarborough has ever known: Jeb Bush.

"Not the warmest guy in the world. But Jeb was the best governing force I've ever come across in my life," Scarborough said. "He was an extraordinary leader even if you didn't like his ideology. He was a bad candidate. But he was a great governor and would have been a great president."
