It will be up to Congress, the private sector and ordinary Americans to fill the battleground abdicated by President Donald Trump in the fight to preserve Western democracy from Russia's assault, Joe Biden wrote in an essay for Foreign Affairs magazine.

The Kremlin has taken its assault beyond its borders in order to protect its stranglehold on wealth and power, yet Trump stands with hands in pocket and a blind eye toward the aggression, Biden wrote with former Defense Department official Michael Carpenter.

That must change, they wrote.

"Since the Trump administration has shown that it does not take the Russian threat seriously, the responsibility for protecting Western democracy will rest more than ever on Congress, the private sector, civil society, and ordinary Americans," the pair wrote for Foreign Affairs magazine.

Russia's meddling in last year's election has now been well-documented, but vulnerabilities still exist in social media platforms as well as our cyber-infrastructure and financial institutions, Biden and Carpenter wrote.

In the absence of a response from the Trump administration, it is going to take a global village to repel Russian President Vladimir Putin and his forward attacks.

"Every country in the Kremlin's cross hairs must also better coordinate its intelligence and law enforcement activities to root out Russian disinformation and subversion and find ways for authorities to cooperate with the private sector to counteract such meddling," the pair wrote.

"But Washington and its partners cannot only play defense. They also must agree to impose meaningful costs on Russia when they discover evidence of its misdeeds."

But that is not likely forthcoming from the White House.

"We are not questioning Trump's motives, but his behavior forces us to question his judgment," the pair wrote. "If this administration cannot or will not stand up to Russia, other democratic institutions, including Congress and civil society organizations, must mobilize.

"Putin and his cronies do not understand that the greatest strength of American democracy is an engaged citizenry," the pair concluded. "Even if the president refuses to act, we can."
