Jimmy Carter Offers to Make Peace With North Korea

Former U.S. President Jimmy Carter is offering to go to North Korea to try to reach a peace deal with dictator Kim Jong-un, who is threatening to attack the United States with a nuclear missile and defying the United Nations with his arms race.

Carter pitched himself as a potential dealmaker in a weekend phone call with international affairs professor Park Han-shik, a North Korea scholar at the University of Georgia who helped Carter arrange earlier trips to the Hermit Kingdom in times of crisis.

"Carter wants to meet with the North Korean leader and play a constructive role for peace on the Korean Peninsula as he did in 1994," Park told the South Korean newspaper, the JoongAng Ilbo.

The one-term president, elected in 1976, reached a deal with Kim Il Sung, Kim Jong-un’s grandfather, to freeze North Korea’s nuclear program in 1992. North Korea later violated the deal and continued to pursue nuclear weapons.

Carter, now 93, would need U.S. government approval to embark on a peace mission at a time when both President Donald Trump and Kim have traded threats. Trump has warned of "fire and fury" if Kim refuses to dismantle his nuclear program.

Another specialist on U.S.-North Korean relations says Trump’s threats are working by forcing China, North Korea’s chief patron, to impose economic sanctions on Kim.

"No matter how much people don't like him [Trump], he has extracted more cooperation out of China than any of his predecessors on North Korea," Yun Sun, a senior associate at the Stimson Center, told the Business Insider.
