Repealing Obamacare may prove to be the catalyst that's needed to reach a bipartisan solution to the healthcare law, Rep. Jim Jordan, a founding member of the House Freedom Caucus, said Thursday.

"We could work on some of the things that more moderate members of the Republican conference and Democrats are really focused on — like some of the Medicaid expansion issues, the opioid issues, as well as some of those things we believe on the conservative side would bring down premiums like expanding health savings accounts, easier formation of association health plans, and interstate shopping for insurance," the Ohio Republican told MSNBC's Stephanie Ruhle. 

"So that's the kind of trade that can be set up if you first repeal it, which everyone knows we have to do, and oh by the way, what we told the American people we were going to do when they elected us."

Ruhle disagreed that "everyone knows" Obamacare must be repealed, but agreed there is consensus that it needed to be improved, but Jordan said it does not hurt for lawmakers to do what they told Americans they would do, when they won elections on the issue.

"Let's repeal it, then replace it in another piece of legislation," said Jordan. "They can happen at the same time. That's not quite working out in the same bill, but they can happen in the same time two different bills or repeal it then get to the replace."

Jordan said he also disagrees with the Congressional Budget Office, which has estimated millions will lose insurance coverage through repeal legislation, as the CBO "has been wrong countless times."

"You guys never talk about this, but our repeal bill says it's not effective until Dec. 31, 2018," Jordan said of the House bill. "If it were passed today and President Donald Trump would sign it tomorrow, there's a year-and-a-half before it takes effects.

"That's time, for what I just described, for people to come together and put together a replacement plan."

Meanwhile, the House came together, following intense debate, with a bill that brought down premiums.

"Let's hope the Senate can do the same thing there and have the same process unfold over there," said Jordan.

"If they don't, we started the process yesterday with doing a discharge petition, bringing out the clean repeal and doing again what we told the American people we were going to do."
