Most of California’s lawmakers aren’t on board with a majority of President-elect Donald Trump’s agenda, and the state will likely set the tone in challenging his administration reports NPR.

"It is up to us to pass policies that would firewall Californians and what we believe from the cynical, short sighted, and reactionary agenda that is rising in the wake of the election," Assembly Speaker Anthony Rendon told lawmakers, adding that "unity must be separated from complicity ... Californians do not need healing. We need to fight."

Democrats command super-majorities in both chambers of the legislature and state Gov. Jerry Brown is a Democrat, giving the party a tremendous amount of power. The state largely voted for Hillary Clinton in the election and, most voters don’t agree with Trump’s stance on some major issues such as immigration, gun laws, renewable energy and marijuana.

And, Brown has publicly disagreed with Trump on the topic of climate change, something Trump once said was created by the Chinese "in order to make U.S. manufacturing non-competitive."

"The science is clear, and the consequences are dire," Brown told reporters according to NPR. "So, based on those two facts, I think Washington will come around. But to the extent that they don't, we're going to be pushing as hard as we can from California."

NPR says the state may challenge Trump by not enforcing federal laws and file lawsuits against the federal government.

"We're going to fight for California and for our values of democracy, freedom, and basic human decency," Sen. Ricardo Lara said in a statement.
