House Intelligence Committee Chairman Devin Nunes is an "agent of the White House" and his committee is too deadlocked politically to do anything on a bipartisan basis, former Director of National Intelligence James Clapper said Wednesday.

"As long as he's chairman, I don't think that situation is going to change," Clapper, now a CNN national security analyst, told CNN "New Day" co-host Alisyn Camerota.  "He is, in my view, an agent of the White House [and] certainly not interested in bipartisan oversight again, in a manner in which the committees were intended. They're just not going to operate that way."

Further, Clapper said, under Nunes, the committee is not working in the manner in which it was intended, as a bipartisan oversight tool of the House.

Instead, it's being used "as a political lever" and being used to attack the FBI, the Department of Justice, and special counsel Robert Mueller's investigation into Russian interference in the 2016 election.

Nunes' memo alleging FBI abuses of spying procedures also gave rise to President Donald Trump's claims of being "completely vindicated," when he was not, said Clapper.

Meanwhile, the FBI is being demeaned, while it is a "magnificent organization," as is the Department of Justice, and that is "bad."

And as a result, sources, including foreign partners, may become more reticent about providing the FBI with information, said Clapper.

On Tuesday, Trump, in a tweet, accused Clapper, along with California Democratic Rep. Adam Schiff, Sen. Mark Warner, former FBI Director Jim Comey, and former CIA Director John Brennan of being among the "biggest liars and leakers" in Washington.

Clapper joked that he feels he's in "good company" with the others on the list, and that he's progressed from other insults from the president, including being compared to a Nazi.

He also denied leaking anything to the media.
