'Minibus' Bills: House Plans 2019 Appropriations Piecemeal

The House is taking the non-controversial 2019 fiscal year spending bills first, with a vote on the House floor sometime this week on so-called "minibus" legislation, The Hill reported.

The initial group will include three appropriations bills covering energy and water, the Legislative Branch, military construction, and Veterans Affairs, The Hill reported.

Bills expected to generate more drama include the Homeland Security bill, which would contain any funding provisions for President Donald Trump's promised border wall — and a bill covering Labor, and Health and Human Services, which have been known to trigger abortion-related fights, The Hill reported.

In the Senate, the upper chamber's Appropriations Committee has already marked up the energy and water bill, and is due to take up the military construction and Veterans Affairs bill this week, followed by the the Legislative branch bill next week, The Hill reported.

Fiscal 2019 appropriations bills have to be passed before Sept. 30, when the current fiscal year ends, to avoid a government shutdown.

Complicating matters are Trump's threat to veto any continuing resolution if it does not contain funding for his proposed wall, and midterm elections in November, when the GOP hopes to defend its majorities in both the House and Senate, The Hill noted.
