A top Republican congresswoman Friday complained that President Donald Trump's planned changes to Obamacare will mean higher costs to many of her Florida constituents who rely on health insurance subsidies.

Rep. Ileana Ros-Lehtinen, a former chairwoman of the House Foreign Affairs Committee, added that the changes Trump announced Thursday could leave some low-income residents of her Miami-area congressional district with no health insurance.

Trump signed an executive order Thursday to dismantle as much of Obamacare as he can without congressional action. The order would allow Americans to form health insurance associations. It would also permit insurance companies to offer low-cost plans without the expensive mandates required under Obamacare and to sell policies across state lines, a move intended to spur competition and lower premiums.

"We've been hearing about the disaster of Obamacare for so long… ," Trump said. "I just keep hearing repeal, replace, repeal, replace. Well, we're starting that process."

Ros-Lehtinen, who is retiring after nearly 30 years in Congress, was one of 20 Republicans who voted against a bill in April to repeal and replace Obamacare.

"The bill's consequences for South Florida are clear: too many of my constituents will lose insurance and there will be less funds to help the poor and elderly with their healthcare," she said at the time.

However, in 2012, she voted to completely repeal Obamacare, calling it "horrible public policy."
