The fate of Obamacare rests in the hands of state insurance commissioners who are trying to figure out their healthcare business in the absence of guidance from Washington and, perhaps, a multi-billion dollar safety net, The New York Times reported.

Congress failed to pass healthcare reform, President Donald Trump has threatened to kill up to $10 billion in federal subsidies to the insurance industry for 2018, so it's up to commissioners gathered in Philadelphia to figure out what to do next, the Times reported.

It's a big guess for commissioners — should they assume Trump spikes the subsidies and raise premiums? By how much and to whom?

Senate Majority Leader Mitch McConnell said this past weekend that Republicans are working on "some kind of bipartisan approach" to pay insurers in 2018, but that wouldn't be until next month until the earliest, assuming they can even reach an agreement.

"We are holding off making those decisions until the very last possible minute," Julie Mix McPeak, the Tennessee insurance commissioner, told the Times. "In doing so, we are really making it difficult for consumers who need information about open enrollment — who's participating in the market and what the rates might be. We don't know the answers to any of those questions."

Officials from the Trump administration were invited to speak to the commissioners and were listed on the program, but did not show, the Times reported.

And, of course, the business challenges vary from state to state, further complicating the commissioners' efforts.

"Most of us are hoping and praying that this gets resolved," David Shea, a health actuary at the Virginia Bureau of Insurance, told the Times. "But that's not the case right now."
