Rep. Eric Swalwell Monday called on Democrats to block President Donald Trump's tax reform plan, saying that the proposal harms working class families while it helps the wealthy.

"For the top 1 percent in this country, you'll make about $11,000 more a month," the California Democrat told MSNBC's Stephanie Ruhle. "For the middle 20 percent you'll make about $55 more a month, and for the bottom 20 percent, it's $5 more a month," said the California Democrat. "It's clear this benefits the wealthiest."

The plan does not put people back to work, he also complained, including the people Trump talked to during his campaign.

"We should try and focus on spurring economic development where we need it and not just giveaways to the wealthiest," Swalwell said.

The congressman in the past has supported Democratic leaders in striking deals with the Trump administration, and said he does not want to say never when it comes to tax reform.

"Rep. Chris Collins [R-New York] and I have legislation called the Main Street Revival Act," Swalwell said. "You can defer your payroll taxes. I think opportunities like that we should explore. [THere are] so many places where they're seeing their economies change, automation is replacing jobs, trade deals are sending willing workers overseas."

Congress should try to get the United States working, Swalwell continued, especially in the heartland.

"If it's just corporate income taxes coming down with no guarantee that wage increases will go to the backbone of the workforce, I'm not going to be for that and I don't think my colleagues will be either," he warned.

"If we start with the premises that everyone should have access to affordable and quality health care that insurance means that we all share the risks and share the benefits, and try and make sure that we cover people in areas where there are high risks pools and make sure the sickest among us aren't left out in the cold, we can do this."

Trump's decision to pull government payments to insurers "is essentially setting up a hostage situation," Swalwell added.

"He said he's going to take away insurance for the poorest among us and also he said it's time for the Democrats to come to the table," Swalwell said. "It sounds like he's willing to keep shooting hostages until he gets what he wants. We're not going to give in on this. We've come too far and I hope that more reasonable minds [prevail]."
