Scott Pruitt has logged thousands of miles to mostly Republican states touting his plans to gut Obama-era regulations that seem more like the Environmental Protection Agency chief is sewing seeds for a future political campaign, Politico reported.

Political operatives see a guy who's laying a framework for a run at the Senate, specifically to replace Sen. Jim Inhofe, R-Oklahoma, in 2020.

Inhofe, 82, has not announced his retirement, but he and Pruitt are friends and share similar attitudes about climate change. Pruitt was the former attorney general of Oklahoma and spent eight years in the state Senate before that. Further, Pruitt built his management team at the EPA with ex-staffers of Inhofe's.

"A Senate race would fundraise in a lot of places besides Oklahoma," Drew Edmondson, the former Democratic Oklahoma attorney general defeated by Pruitt in 2010, told Politico. "He's doing what he needs to do to keep the oil companies and gas companies liking him, so he has a source of funding should he decide to run."

Pruitt has hit the road, officially, to tout his plans to unravel clean water regulations imposed by the former administration, but there have been mostly friendly faces and allies in the states he's traveled to, which has fueled speculation that there's more to his travels than that.

Further, Pruitt has garnered a lot of media coverage and been meeting with GOP and industry leaders during his travels, Politico reported.

However, an EPA spokesman said there's nothing to see here other than an agency head doing his due diligence.

"Unlike the previous administration, which imposed its regulatory regime from Washington, Administrator Pruitt is taking the conversations directly to the states," the spokesman told Politico.
