President-elect Donald Trump, getting set to name the next head of the Environmental Protection Agency, is consulting Carl Icahn, a multi-billionaire whose company is facing hundreds of millions of dollars in costs to meet agency regulations, The Wall Street Journal reports.

Icahn, a strong critic of the EPA, has emerged as a top adviser to Trump as the incoming president prepares to shape the future of the agency, according to the newspaper. Icahn was a top donor to the Trump campaign and is among the handful of people Trump is talking to about the agency, The Journal notes.

Icahn has publicly blasted the EPA over its regulations. He has a controlling stake in CVR Energy Inc., which estimates it will spend $200 million to comply with agency regulations.

The newspaper reports CVR is one of several refineries trying to change the EPA mandate requiring companies that don't have the infrastructure to blend ethanol with gasoline, to buy credits from company that do.

The Journal notes Republicans have long complained the EPA regulations hurt businesses and stifle economic growth.

Icahn has already talked with several possible EPA administrators, including Jeffrey Holmstead, who served as assistant agency administrator during the George W. Bush presidency.

"Over the last few weeks, I've spoken with a number of candidates, three or four, including Holmstead, who I believe to be very impressive," Mr. Icahn was quoted by The Journal. And he defended his work for Trump.

"It's not OK for someone that came from a poor background and made literally billions of dollars for all shareholders to give advice to a president that he hopes will make much-needed changes in our economy?" The Journal quoted Icahn.

"I'd like to understand the logic."

CNN reports Icahn believes Trump will take the nation in the right direction while improving the economy.

"The country must go in and be a friend to business," the investor told the cable news network.
