President Donald Trump was furious last month when the U.S. announced it would expel 60 Russian diplomats, far less than its European allies, although he instructed his aides to “match their numbers” because he didn’t want his administration to be perceived as taking the toughest stance on Moscow, The Washington Post reports.

“There were curse words,” an administration official told The Washington Post, “a lot of curse words.”

Trump spoke with “many foreign leaders, European allies and others and encouraged them to join with the United States,” in punishing Russia for a nerve agent attack in the U.K. on a former Russian spy in Britain that has been blamed on Moscow.

In total, 100 Russian diplomats were removed from 18 countries, the biggest Western expulsion of Russian diplomats since the height of the Cold War.

It was the strongest action Trump had taken against Russia since coming to office, but the president specifically told aides to “match their numbers,” according to a senior administration official. “We’re not taking the lead. We’re matching,” he said. Trump has opposed many punitive measures against Russia as he would prefer a close relationship with Russian President Vladimir Putin.

The White House countered the Post’s story, with spokesman Raj Shah telling the paper, “While we would like to work with Russia, when faced with their malign activities on the international stage, the president will hold them accountable.”
