Sens. Dick Durbin, D-Ill., and Lindsey Graham, R-S.C., issued a poorly conceived immigration proposal and should not be part of the discussion, Rich Lowry wrote in Politico.

"After the experience of the past two weeks, it's not White House adviser Stephen Miller and Arkansas Sen. Tom Cotton who should be expelled from immigration negotiations, but Dick Durbin and Lindsey Graham," wrote Lowry, the editor of National Review.

"The Illinois Democrat and South Carolina Republican teamed up for a comically inadequate immigration proposal that prompted Donald Trump's 'sh**hole' blowup and then Chuck Schumer's shutdown overreach," Lowry added.

Graham's mistake was trying to pull President Donald Trump toward the Durbin-Graham bill, which was a bipartisan compromise among six senators from both parties, Lowry wrote in Politico.

"His mistake was attempting to assimilate Trump into an elite consensus on immigration that the president ran straight into the teeth of, and won," Lowry wrote.

The Durbin-Graham proposal to give legal status to parents of Dreamers would have increased the number of amnesty recipients to 5 million, and chain migration will drive that number higher, Lowry wrote Wednesday in National Review.  

"If Trump had signed on to this, he might as well have declared everything he said about immigration in the campaign null and void," Lowry wrote in Politico.

The best path for Democrats would be to "complain and resist, and then at the end make a theatrical concession on the wall," Lowry wrote. If Democrats retake Congress and the White House, they could then undo those concessions, he wrote.

Trump should insist on the wall and then add other priorities "against his better instincts," Lowry wrote, adding the wall would make little difference since border security has already improved.

The president should focus on ending the visa lottery and curtailing chain migration, which would be "meaningful and enduring" accomplishments, Lowry wrote.
