Diane Black: 45.6 Percent Tax Bracket in GOP Plan 'Complicated'

Rep. Diane Black, R-Tenn., said Monday that the marginal tax rate included in the Republican tax plan is currently too "complicated" to explain without "a whiteboard."

"Mornings with Maria" host Maria Bartiromo asked Black, a member of the House Budget Committee, about the marginal tax rate that was buried in the bill released Thursday, which adds a 12 percent rate to the highest tax bracket of 39.6 percent.

"Now, one of the important things that people want to see marked up, if you will, is this 45.6 percent tax on income between $1.2 and $1.6 million. Congressman, what can you tell us about this tax, 45.6 percent, obviously a tax increase?" Bartiromo asked. 

"Well, actually when you look at that, and it is a little bit complicated… when you look at that it's no different than what happened during the time of [President Ronald] Reagan's tax reform," Black responded.

"It's complicated," she added again, saying "you need a whiteboard" and promising that the GOP will "have an easier way to explain why we did what we did in this particular income group, but we will get to that and we'll come back on this show and I'll have something that will be easier to explain for the American people."

Black also said she was "not surprised at all," by President Donald Trump's remarks about trade while in Japan.

"We know that the president campaigned on and he is now putting into place those very words of America first, and he sees this trade deficit as something that needs to be addressed and he's in Japan," she said.

"Look they are good friends of ours, we have a good relationship with Japan and I think that what the president needs to do is go over there and meet with Abe, and have that direct discussion about how we can equalize our trade," she continued.

Black added that Republicans are "still listening" to various groups about the GOP tax plan currently headed for markup.
