Impeachment Failure Could Hamstring Democrats for Years

If President Donald Trump survives possible impeachment and is re-elected, congressional Democrats could find themselves extremely limited in what they could do if a scandal surfaces during his second term, Axios is reporting

The news outlet, in a story posted Thursday, noted it was looking more likely that Trump will be impeached by the House for his dealings with Ukraine, but acquitted by the Senate.

If he goes on to win re-election, it might be politically impossible for the House to impeach him again.

Experts said there is actually nothing that prevents the House from impeaching a president a second time. "The constitutional answer is that there's no prohibition against impeaching the president multiple times," said Frank Bowman, a law professor at the University of Missouri.

But a second impeachment would risk “a political blowback in the midterm elections if Democrats are seen as nothing but a political party that wants to railroad, witch hunt, whatever you want to call it, this president,” said Jim Robenalt, an Ohio-based lawyer.

And Jim Manley, who served as an aide to former Senate Majority Leader Harry Reid, said: “The cold, hard political reality is that it would be very hard for the House ever to try to take another bite at the apple,”

The only thing that reduces the political risk is for the Democrats, is the unlikely possibility that they take control of the Senate in 2020. That would make it somewhat easier for them to follow through with his removal if the event of a second impeachment, according to Axios.
