State Rep. Dave LaRock, R-Va., sponsored legislation that would require Virginia residents to pay a $20 fee to be allowed to unblock content on pornographic websites, HuffPost reported Wednesday.

LaRock presented the bill to the state House Jan. 19, and now a subcommittee is considering it, the HuffPost report said.

The bill is called the Human Trafficking Prevention Act and the $20 fee would go to "supporting victim services and the prosecution of human trafficking cases."

Terrie Foss of Virginia supports the bill.

"If people want to view pornography that's their prerogative, but by having it free makes it too tempting for other people . . . that can be influenced in a negative way," Foss said to WVEC TV.

The Media Coalition, which tracks bills that involve the First Amendment, criticized the legislation.

"People have a First Amendment right to access this content, and publishers have a First Amendment right to provide it," Media Coalition executive director David Horowitz said in HuffPost.

Claire Guthrie Gastanga, the director of the American Civil Liberties Union (ACLU) chapter in Virginia said that her organization "just can't take the bill seriously," HuffPost reported.

An adult performer, Gen Padova, told HuffPost that the legislation is "backwards."

"Learning and growing would benefit this country more than trying to remain so puritanical. It clearly doesn't do anyone any good. They should use their time to catch the people who are actually involved in human trafficking," Padova said in HuffPost.
