John Cornyn: Time for Texas to Start Reopening

Mitigation efforts were initially made to bend the curve so that hospitals would not be overrun with COVID-19 patients, and it's time for Texas' governor and mayors to determine if it's time to take the first steps for reopening, Sen. John Cornyn said as the state prepares to allow businesses to resume operations starting Friday.

"There is no playbook for this," the Texas Republican said on Fox News' "America's Newsroom." "It's unprecedented. I know Gov. [Greg] Abbott is consulting with the best minds, the experts to try to guide his decision-making."

Cornyn added that nobody is being forced to reopen, but at the same time, "nobody believes we can stay locked down and hunkered down in our homes and be isolated forever."

But now that it looks as if the mitigation efforts have bent the infection curve, it is a good time to take the first step, said Cornyn.

"Can we step our big toe in the water and see how that works?" said Cornyn. "I think we will be guided by what the experiences and what the reaction is because obviously public health and public safety come first."

Meanwhile, Cornyn said he thinks it is premature to speculate what will happen with a phase four coronavirus stimulus bill at a time when trillions have already been spent.

"What I'd like to do is see how well what we have already done meets the need and then be guided by what we learned," said Cornyn. "I think it's premature to talk about a trillion dollars more added to the national debt."

The senator also addressed criticism Senate Majority Leader Mitch McConnell has been getting after he suggested that states could declare bankruptcy rather than have federal bailouts.

"I think it was largely unfortunately misinterpreted," said Cornyn. "What Sen. Mcconnell was trying to say or what he did say was that there are limits to the extent the federal government can pay the bills for the state and local government."
