President Donald Trump's administration is holding out hope that Republican senators will do as they promised their constituents over the past seven years and vote for a bill repealing Obamacare, White House counselor Kellyanne Conway said Tuesday.

"These senators, with the exception of one, two years ago voted to repeal Obamacare," said Conway during a Fox News "America's Newsroom" interview.

"The only thing that changed is that Obamacare got worse, and we now have a president willing to sign [a repeal bill] into law."

The Senate repeal and replace legislation under discussion last week had many features that should have been attractive to Americans looking to get the government away from the relationship between doctors and patients, Conway said.

"We are expanding the amount of money that you put into health savings account, and for the first time ever, allowing Americans choose to pay for their premiums, because we for that as concerns from people," said Conway.

"The President has not lied to the American people. He is making good on a campaign promise and a moral imperative to get [them] out of [Obamacare] coverage and into [a plan] they deserve."

The floor debate will begin Tuesday on repealing Obamacare, but lawmakers aren't sure if they'll vote on a version of Majority Leader Mitch McConnell's replacement bill or on a bill to repeal most of Obamacare, beginning two years from now.

Conway also discussed a series of tweets made by Trump on Monday and Tuesday attacking Attorney General Jeff Sessions for recusing himself from the investigation into Russian meddling in the 2016 presidential campaign, and because he is not investigating former President Bill Clinton and ex-Secretary of State Hillary Clinton for several of their activities.

However, she said it's up to Trump if he'll keep Sessions or let him go.

"He has expressed frustration and consternation, because of his refusal has allowed, what he considers, witch hunt, a hoax," said Conway. "Look at what has happened? Rep. Adam Schiff has spent more time on TV than the hearing and gathering witnesses."

The Trump administration is allowing the Russia investigations to play out and "we are not interfering," she said. "[There is] have nothing to show. Nothing to show but wasting taxpayer dollars, embarrassing and harassing private citizens."
