Lawmakers have compromised to package two bills, one on mental health reform and one on medical innovation, to be debated in the House next week and in the Senate sometime in December, The Hill reported Friday.

Packaging the bills into a another measure that already has passed both chambers of Congress can help expedite the legislation, according to the report.

The medical innovation piece, called 21st Century Cures, aims to expedite the FDA's approval of new drugs and provide $4.8 billion in funding over 10 years for research at National National Institutes of Health (NIH). That figure was reduced from $8.75 billion in the negotiations between the major parties.

The mental health piece creates a chief medical officer and a new assistant secretary for mental health in the Department of Health and Human Services. It also authorizes grants for suicide prevention. GOP lawmakers see it as their response to mass shootings.
